This paper analyses the precautionary principle from the perspective of Michel Foucault. I will first look at the issue from the perspective of discipline and argue that this principle of environmental law should be understood as a mechanism to force actors engaged in risky behaviour to reconsider their activities. Secondly I apply the concept of governmentality to the precautionary principle and argue that it legitimises a new form of governmental control over its population in the name of prevention of unlikely but potentially catastrophic threats.
